Oakland & The Sheng Thao Trial: Why Transparency In The Coliseum AASEG / Loop Capital Deal Matters
Oakland is now watching the federal trial of former Mayor Sheng Thao, where prosecutors allege that public power was traded for private benefits. Thao and her co-defendants have pleaded not guilty, and the jury has to determine what the evidence proves.
I want to make something clear: I am not saying the Loop Capital and Coliseum matter is connected to the criminal charges against Sheng Thao. I have no evidence establishing that connection.
But this trial makes a fundamental question about Oakland government especially important: How does the public know that decisions involving public money, public contracts and public property are being made transparently and in the public interest?
Here is the issue I want Oakland to address.
Loop Capital Markets, LLC was identified as a co-manager of Oakland's $334 million general-obligation bond offering. Separately, the City identifies Loop Capital as the investment partner of the African American Sports & Entertainment Group in the Coliseum redevelopment through Oakland Acquisition Company.
The City of Oakland's own website identifies Loop Capital as AASEG’s investment partner. The bond documents identify Loop Capital Markets, LLC as an underwriter. AASEG’s own website discusses both Loop Capital’s Coliseum role and its municipal bond-underwriting business.
These are two significant financial relationships involving the same city and the same financial organization - and one posing as developer and not just financier in the Coliseum case.
So I am asking: What disclosures were made? What potential conflicts were reviewed? Who conducted that review? And where are the records that allow Oakland residents to understand how these relationships were evaluated?
I am not accusing anyone of taking a bribe. I am not declaring that a law was broken. I am demanding accountability before anyone expects the public to simply trust the process.
The lesson of a corruption trial is not that every public-private transaction is corrupt. The lesson is that safeguards, documentation and independent scrutiny matter—and that the public must be able to understand how government protects the public interest.
To the Oakland-Alameda County Coliseum Joint Powers Authority, the City Administrator, the Finance Department and the appropriate oversight officials: please support an independent review of these overlapping relationships and release the findings, along with all records that can legally be made public.
If a sufficient review was conducted, show the public the documentation. If it was not, conduct one now.
Oakland residents should not have to guess whether potential conflicts were addressed. They deserve transparency, documented safeguards and answers.
This is about public trust. And public trust requires more than assurances. It requires evidence.
